Hyperloop offers a dedicated backbone for civilian mobility, critical logistics and defence readiness. Its closed, electric and highly automated architecture gives countries resilient transport capacity for daily operations and times of crisis.

The policy window

Up to 1.5% of GDP opens a strategic infrastructure window.

At The Hague, NATO Allies committed to invest 5% of GDP annually by 2035. At least 3.5% of GDP is for core defence requirements; up to 1.5% of GDP can account for critical infrastructure, networks, civil preparedness, resilience, innovation and the defence industrial base. Allies must submit annual plans, and the balance will be reviewed in 2029.

The European Union’s 2025 Military Mobility package identified four priority multimodal corridors, around 500 urgent hotspots and roughly EUR 100 billion of investment needs. The proposed 2028–2034 Connecting Europe Facility would dedicate EUR 17.65 billion to military mobility. These programmes create a concrete route for national investment in qualified dual-use corridors.

Industrialisation pathway

From European research to an operational corridor.

Europe’s Hyper4Rail programme is establishing a common system concept at TRL 2 and validating selected subsystems at TRL 4. Parallel work on safety requirements and certification is creating the foundation for an interoperable European system.

The European Commission’s 2025 sector study identifies four priorities for investable corridors: route-specific demand, validated freight operations, comparable cost evidence and a certification pathway. Hardened and large-cargo configurations can be developed against their own mission profile and whole-life economics.

Every target for speed, throughput, protection and cost is linked to independent test evidence and a corridor-specific investment model.
